According to the Criminal Justice and Public Order Act 1994, the bill which infamously outlawed raves and its associated culture, music is defined as “sounds wholly or predominantly characterised by the emission of a succession of repetitive beats.” Therefore, if one were to create sounds which did NOT feature a single bar that repeats itself, either rhythmically or melodically, it would not be, by the letter of the law, music, and therefore would be acceptable to be played back at a public gathering, without the need to obtain the necessary licences. The flaw with this plan is that, if this piece is anything to go by, the resulting sounds would be quite ghastly.
